Tsarina Catherine the Great is usually portrayed as a kind, benevolent leader that graciously shared her Russian lands with her former countrymen. My research supports a complete opposite view of her actions and leadership. Why?
Her goal was to raise the country's cultural and political status. After two failed attempts, she decided the best way was to use the German people and their knowledge of farming to help civilize part of her domain. The real movement occurred after Catherine the Great offered an invitation to the German people to settle and farm lands on July 22, 1763 in her Manifesto.
